District level MSDP committee meeting held

KHONSA, Jul 5: The district level meeting of the MSDP committee was held at the conference hall of Tirap DC yesterday in which all the HoDs actively participated.

Speaking on the occasion, Arunachal Legislative Assembly Speaker Wanglin Lowangdong urged all the executing agencies to plan properly and carry out the schemes efficiently in the interest of the local people.

He asked the HoDs to utilize the funds judiciously adding that the schemes executed must directly benefit the people.

Tirap DC Kamlesh Kumar Joshi asked the HoDs to elucidate on the progress made so far under MSDP and appealed them to ensure that the schemes were implemented properly and that they were monitored efficiently. He warned that no lapses whatsoever would be tolerated.

The HoDs while giving detailed reports on MSDP in their respective departments, expressed some of the bottlenecks and minor roadblocks while implementing the schemes under MSDP.

 

Orgs continue to demand for death penalty to rapist

ITANAGAR, Jul 05: The All Hrusso Socio-Cultural Society and Sajolang Elite Society have condemned in strongest term the July 2 incident where a 3-year-old was brutally killed after rapping.

Describing the incident a rarest of the rare case, the two community based organizations (CBOs) have urged the State Government to sentence death penalty to the culprit. The two CBOs have further decided to leave no stone unturned to pursue the State Government to give capital punishment to the culprit so that justice is done to the aggrieved family.

'May Almighty rest her soul in eternal peace and give strength to the bereaved family to overcome the tragic incident’.

 

PR members coordination meeting held

YINGKIONG, Jul 05: The First ever coordination meeting of the three-tier PR members of 6th Jengging Anchal Block Upper Siang Yingkiong was held at Circuit House Jengging yesterday.

During the meeting, the members discussed various issues concerning the development and progress of the area like the BADP schemes etc.

Participating in the discussion and deliberations, Nobeng Burang, ZPM appealed all the elected PRI members to maintain discipline, sincerity, dedication and cooperation in every field to bring rapid development in the area.

Burang also appealed all the government officers and officials to properly guide the PRI members and the public as a whole to implement the government developmental projects and schemes successfully. NBF budget meeting held

KHONSA, Jul 05: The Namsang-Borduria Trust Fund [NBF] budget meeting for 2013-2014 was held at Deomali on July 3 last.

Speaking on the occasion, Arunachal Speaker and one of the Trustees Wanglin Lowangdong said that the budget should be prepared on need-base and that the Trust should concentrate on development of education and improvement of healthcare facilities in the district.

Tirap DC who is the Administrator of the Trust urged the members to extend their co-operation in utilizing the limited funds judiciously.

All the members including the Chief of Namsang attended the meeting.

 

Erroneous mark-sheet resented

ITANAGAR, Jul 05: Claiming that the mark-sheet of one of the students of B.Com III year of Don Bosco College Itanagar was found erroneous by omitting Auditing Paper XV, instead, showing the Company Law and Secretarial Practice Paper-XIV twice in the mark-sheet, All Arunachal Pradesh Anti-Corruption Activist Association today condemned the authorities of Rajiv Gandhi University for committing silly mistake. The Association in its release stated that such negligence is not acceptable as it could spoil the student’s life.

 

Intensive checking of ILP ordered

ITANAGAR, Jul 05: Taking serious note of the influx of ‘outsiders’ to the state without valid Inner Line Permit (ILP), the State Government has ordered for intensive drive for checking of ILP throughout the state.

In an order today, Chief Secretary H K Paliwal directed the Deputy Commissioners to carry out the intensive drive, particularly taking into account that no person without proper ILP issued by competent authority is found in the state. Those found without ILP should be deported immediately after taking due action by putting special emphasis on checking of foreign nationals, the order added.

It may be mentioned that such drives are conducted by the state government in regular intervals, but this time, it has been stressed for intensifying the operation in order to ensure that no unscrupulous people get into the state of Arunachal Pradesh. The Chief Secretary has further directed for immediate compliance of the order and asked the DCs to submit a report on the action taken by July 15 next. DIPR

Dree celebrated with pomp and gaiety

ITANAGAR, Jul 05: Dree, one of the major festivals of Apatani community was celebrated with pomp and gaiety throughout Arunachal Pradesh.

At Dree Ground, Papunallah in sate capital, Minister Finance, PWD & Planning, Chowna Mein attended the celebration as chief guest.  While conveying his greetings to the Apatani community of capital complex on the occasion, he said “Festival are for merry making and enjoyment. The celebration of such festivals has become all the more imperative in recent times, as it introduces the younger generation to our customs and folklore thereby encouraging them to not only take interest  but actively participate in the preservation  of our rich culture”.

He further said that our identity is rooted in our culture.  If we lose our culture we lose our identity. Hence each tribe in Arunachal should maintain their culture while maintaining the spirit of ‘Unity in Diversity’. ‘Our culture our pride’ should be the mantra of all the tribe in Arunachal.  He announced package of Rs 50 lakhs for the improvement of Dree Ground.

Parliamentary Secretary Agriculture, Likha Saaya said that agriculture is the main area where we need to emphasize with the use of new technology. One must not forget his or her roots and endeavor to preserve their respective culture. One must learn from each and every tradition in order to progress.  He also added that ‘Love is more powerful than hatred’

MLA Techi Kaso also extended his greeting to every person present in the festival.  He informed that during his span as Chief Patron he had cooperated with the community and assured to extend similar support in future.

In order to encourage education the meritorious students were felicitated by the Apatani Career Guidance Forum Academic Award.

The festival was later followed by the cultural programme and mega Daminda dance, Community feast was also enjoyed by the people along with traditional games and sports.

Dree is a fertility festival observed by the community for bumper crops and family and social welfare.

On the occasion ‘Dree Souvenir’ and book on Apatani artifacts written by Roto Tadi was released by the Mein. A weekly newspaper ‘The Arunachal Herald’, published by Nani Kojeen was   also released by guest of honor Likha Saya while a ‘The Ritual Version of Apatani’, a book by Mihin Kaning was released by MLA Techi Kaso.

The people of Hong village also celebrated Dree at Hanoko with traditional gaiety in befitting manner.

Addressing the people as chief guest on the occasion, Power and Panchayat Minister Tanga Byaling exhorted the Apatani brethren to celebrate the festival irrespective of religious differences and preserve their traditional culture.

On the demand for creation of a separate community development block for people of Niichi, Hiitii and Hari villages, the Minister assured people to take up the matter at government level.

Earlier, Bylaing interacted with the Dree Nyibus (priests).

The Minister also distributed prizes/awards to the Class-XII toppers during the felicitation program arranged by All Hong Employee Association.

Earlier, Tapi Tai read out the Dree mythology.

Colourful cultural show and Daminda dance were main attraction of the celebration.

Meanwhile, Sambu Club A-Team (SCAT) won the 24th Hong Dree Football Tournament defeating Miri Mani, Dikopiita, Suchusi Football Club (MMDSFC) 3-0 in the final today.

At Khonsa, Dree festival was also celebrated with gaiety and fanfare.

Speaking on the festive occasion as the chief guest Khonsa ADC H Matcha said that the Dree festival celebration at Khonsa reminded him of the mega Dree celebrations he had attended at Ziro in the past and urged the Apatanis to spare no efforts in preserving their rich culture.

Matcha said that all the festivals in Arunachal were related to agriculture and well-being of all human beings and animals adding that festivals fostered love, happiness and peace.

Participating in the festival as guest of honour Tirap SP Vikramjit Singh while greeting the participants appreciated the various dances performed by representatives of all the tribes.

The President of the festival committee read out the Mythology associated with Dree.

Prizes to the dance groups were distributed by the Matcha and Singh.

The day-long programme was marked by dances from all tribes and a grand community feast.

At Bomdila, Dree the main festival of Apatanis was celebrated today at Bomdila, the district headquarters of West Kameng with much fanfare, pomp and show.

Wishing good health, peace & prosperity to the people, Parliamentary Secretary for HPD RT Khunjuju availed the opportunity to impress upon all the need for maintaining proper sanitation in and around the township and make Bomdila a tourist destination, not just a transit point for onward journey to Tawang.

He also reiterated on the need for planned and legal constructions in the district headquarter and be an equal stakeholder in maintaining the ecological balance and beautification of the township. Personal gains and motivations at the cost of others should be done away with, he impressed.

Earlier, Deputy Commissioner AK Singh called for upholding and preserving ones age-old culture and tradition in order to maintain ones identity. We need to be attached to our roots and be proud of who we are, he said and highlighted on his endeavors to promote the various cultures of the state during his tenure as the Director of Tourism.

Among others, Superintendent of Police Nupur Prasad, HODs, Public and Panchayat leaders were present during the celebration at Kameng club.

At Roing, The main agricultural festival of Apatani Community, Dree was celebrated with traditional fervour and religious gaiety at Multipurpose Cultural Centre, New Colony by the people of the Apatani community at Roing today.

Mukut Mithi, Member of Parliament (Rajya Sabha) attending the programme as the chief guest extended his greetings to the people of Apatani Community on the auspicious occasion of the Dree festival. He says that the Apatani’s though made themselves late in the National Limelight has made a remarkable achievement in the fields of education, agriculture and other areas. The community has the highest percentage of literacy in the state and the community today plays a vital role in the socio-economic development of the state and one can find them working in every place and various posts in Govt departments of the state.  He wished them to carry forward the same spirit in future too for betterment of all the people of the state. He also said that there is much resemblance between the farming system in the Zero Valley and that of villages in Japan.

He also observed that the Tribal people are not only guardian of culture but also the initiative of change. The Transition in the Tribal culture is quite rapid and changing at fast rate according to the Anthropologist, he informed. He also informed that a Project named “Tribal Transition – Cultural Change in Arunachal Pradesh”  done by Economic & Social Resources  Council, Govt of United Kingdom was carried out during his tenure as Chief Minister of the state in the year 2002 in which some anthropologists and high ranking officers worked together. The oucome of the project is being preserved at British Meseum, School of Orientation Studies at London. He appealed the young scholars to have same zeal like the previous anthropologists who came from far off places and made tremendous efforts to explore the tribal culture in our state and suggested documentation of the rich cultural heritage of our tribes for future generation.

Sipi Elapra, Zilla Chairperson attending the function as the Guest of Honour said that the festival binds us together in love, peace and harmony. By celebrating together, we are able to share moments of joy and sorrow with our fellow beings, she added. She appealed not to forget to observe the traditional festival for preservation of our age old traditions and culture.

Arunachal most sensitive state: Sanjoy

ZIRO, Jul 05: Arunachal Pradesh is the most sensitive state in India because of its rich ethnicity, Lok Sabha member Takam Sanjoy today said and called for maintaining communal harmony to accelerate the all-round development of the state.

Speaking as the chief guest of the Dree festival here, he said the divisive and communal forces were the greatest enemies for the society which should be tackled with an iron hand.

Announcing to ensure security and safety of every individual of his Western parliamentary constituency, he said the GoAP led by Chief Minister Nabam Tuki was committed to ensure peace for the welfare of the state.

Dree has expanded its horizon and being celebrated all over the country today, he said to underscore the richness of state’s all festivals including Dree, Nyokum, Solung, Mopin, Losar and Si-Doyi which are common binding force for the tribal society.

The tribes have maintained their age-old traditions and customs despite their migration millions of years ago from South Africa, he said, while cautioning the younger generations not to be influenced by alien cultures and religions. The societal development should be in unison with the tribal ethos and values, he emphatically said.

Responding to the plea of Land Management & UD Parliamentary Secretary & local MLA Padi Richo for help, he announced to put his weight behind the proposal for CD block for the constituency and getting the west ring road sanctioned under NLCPR. Richo, who is also the chairman Central Dree Festival Committee (CDFC), in his address, took a dig at his opponents for creating misgiving for his absence when he visits either Itanagar or New Delhi for pursing projects to benefit the people.

Enlisting his efforts for the development of the area, he gave a clarion call for maintaining the community spirit of Arunachal, particularly Nyishis and the Apatanis, who are complementary to each other. He also lauded the MP for his continuous support for his constituency.

“Today is a happy day, we are celebrating Dree representing women folk from all the villages of Apatani plateau and we celebrate it for pest-free and bumper harvest,” explains the song reflecting the community spirit of the tribe.

It may be recalled that former Lt Governor H N Haldipur after learning that one of the villages in Ziro was gutted to ashes on his visit few days later had found to his surprise that almost hundreds of houses destroyed were rebuilt. He had termed this community spirit unparallel and worth emulating, which the Apatanis have maintained and that has stood them in good stead in their life.

Apatanis, mostly inhibiting the Apatani plateau, has carved a niche for themselves in every walk of life by dint of sincerity, hard work, perseverance and their industrious nature and received accolades from all quarters.

A colourful programme by young and old in their best traditional attire punctuated the celebration that proved as to how Apatanis had guarded their culture zealously.

Pleasant breeze blew from the valley covered with floating clouds as the sun played hide and seek.

Earlier reading out the mythology of the festival,  CDFC vice chainman Dani Yubbe said that Dree was celebrated at common Dree ground since 1967 with July 5 as the Dree day though the festival was originally performed at Biirii village, located between Hari and Hong village. Withstanding the impact of modernity, Dree is performed in its original form since generations throughout the course the tribe’s migration from iipyo supung to miido supung to finally sillo supung (present Apatani Valley).

Earlier, the MP also released the first copy of a weekly newspaper - The Arunachal Herald, published by Nani Kojin as editor from Naharlagun, while Lower Subansiri deputy commissioner Marnya Ete released the debut solo audio album of Padi Tada – Yaapa (Youth).  

Besides former ministers Padi Yubbe & Kahfa Bengia, SP P N Khrimey, Zilla Parishad chairperson Hage Kobin, Joram BRTF OC Lt. Col E John, PRI leaders, GBs and people from all sections joined the festivity.

Surendra Ohonkrokte has been appointed as Secretary, Industry, Textiles, Handloom & Handicraft, Labour and  employment, Garima Gupta as Secretary Transport, Cooperation, Sonam Chombay as Secretary, Planning, Tourism, Eco and Statistics, Daulat Hawaldar as Secretary Finance, Census Operation &DTCL, Jokey Angu as Secretary Civil Aviation, IPR & Printing, Dr. Shalini Verma as Secretary Social Welfare, Women & Child Dev., Social Justice & Empowerment & Tribal Affairs.

Nidhi Srivastava will replace East Siang Deputy Commissioner RK Mishra, who has been made State Project Director, SSA. Longding Deputy Commissioner Shilpa Shinde was appointed as Special Secretary, Home & Vigilance and she will be replaced by Repo Ronya. PN Thungon has been posted as Kurung Kumey Deputy Commissioner in place of Rajiv Takuk, who has been made Director, Border Affairs. Tree plantation to beautify RGU campus

RONO HILL, Jul 05: A tree plantation program was organized in Rajiv Gandhi University (RGU) campus under Institute of Distance Education (IDE), RGU initiative and university authority support here today morning.

In total, 300 rubber and 100 flowering saplings were planted in the university campus by the students of the IDE.

“We are also planning plantations in front of other academic blocks, where it is possible, in a planned manner to enhance the beauty of landscape of the university, Prof. Mibang, who planted the first sapling, said.

The Vice Chancellor informed that the plantation was not a part of the University policy but an idea to enhance the beauty of university landscape.

Registrar Dr. Rachob Taba and Prof. M C Behera from AITS and a former director of IDE also planted rubber saplings. Besides beautifying the university campus, the rubber plantations will start generating income after 5-6 years, said Dr. Ashan Riddi, Director, Institute of Distance Education, RGU. Efforts on to make Changlang free from drug menace

CHANGLANG, Jul 05: The endeavor of the District Administration, Changlang in making the district free from drugs menace by generating mass awareness amongst the youth and general populace is seen giving fruitful result. It may be mentioned here that the District Administration Changlang had organized numerous activities like wall graffiti competition, Half Marathon Race, Walkathon, etc at the district Hq Changlang recently for awareness generation on drugs abuse.

In the form of positive response, a Drugs de-addiction camp organized by the District Health Society, Changlang under the strict and careful supervision of DMO, Dr Parthasarthy Dutta and Medical Supervisor Dr H Tangjang along with a team of Doctors and nurses have witnessed numerous Opium addicted persons registering their names to attend the de-addiction programme. The de-addiction camp with capacity of 15 persons is presently filled to capacity.

Dr Dutta confirmed that the de-addiction camp will be continued on phase wise basis as the number is quite a lot. Apart from these, to keep the mind busy they have also been provided with game articles, added Dr Dutta.

Dr Tangjang said that the addicted persons would be detoxified for 15 days in the camp besides routine treatment & time to time counseling and would be finally rehabilitated again under the strict vigilance of family members and village community.

The noble gesture of the Health Society would go a long way motivating other addicted persons to attend such programme as well as to stay away from drugs. DIPRO

 

 

Panchayat coordination meeting resolve to protect wildlife, check deforestation

NAHARLAGUN, Jul 05: In a landmark decision, Palin Anchal Samity under the chairmanship of Kyoda Rana, Anchal Chairperson, in  its first  coordination meeting at Palin Nyokum Hall on July 2 last resolved  to impose fine of Rs.50000  or  imprisonment of two months for killing wildlife and water species and intentionally causing afforestation in the area. All Panchayat segments should have a uniform guidelines to protect wildlife, water spices and check deforestation the meeting resolved.

Expressing concern over lapse of so many projects in the area, it resolved that all concerned executing departments should speed up and complete uncompleted projects and schemes of the area. Due to absence of govt. officers at their posting places developmental works are hampered, the meeting observed and resolved that necessary disciplinary action against absentee officers  should be initiated.

Anchal Chairperson Kyoda Rana, while presiding over the meeting highlighted the various Schemes of state and central Govt. and sought the cooperations of the members and the officers for early and effective implementation of the schemes without delay. Expressing concern over the absentee government officers at their place of posting, Rana asked them to report back within one week and attend the next coordination meeting.

Palin Zilla Parishad Member Rido Meena suggested all PRI leaders to cooperate with the officers and staff. She also appealed the elected members to be united and cooperate among themselves and the local MLA without whose support and blessings no proper development can take place.

BDO cum member Secretary 1- Palin Anchal Samiti Kanam Takam while congratulating the newly elected Panchayat leaders asked them to work together in unison for all round development of the area and suggest them to do something remarkable so that the people of the area can remember them.  Cooperation and coordination among the elected leaders and between the elected leader and the people as main root of development, he advised them to  have good coordination among themselves.

Other points resolved in the meeting includes implementation of all schemes of state and central governments through concern PRIs leader, furnishing of prior information to PR leaders on the schemes and projects and PR leaders to supervise all works  of schemes implemented, adequate supply of  medicines to all the  CHC, PHC and sub­-centre of the area which are running shortage of medicines, proper support, guidance  and encouragement by PR leaders to  school for its smooth functioning, eviction of  illegally occupied govt. quarter, rectification of BPL ration card, Old-Age Pension and MG-NERGA Job Card etc., compulsory training for PR leaders, adequate supply of BPL ration items in all Fair Price shops and the concerned ASMs shall be the authority to  select the BPL families. Challengers T-7 Tournament

CCSC-A, APNY FC, Doimukh FC and Game Fort FC win

ITANAGAR, Jul 05: CCSC-A, All Papu Nallah Youth FC, Doimukh FC and Game Fort FC have won their respective match in the Challengers' Tiger Seven Tournament-2013 at Rajiv Rajiv Gandhi Stadium, Naharlagun today.

The first match was held between CCSC-A FC and Paney Brothers FC in which the former defeated the latter by a margin of 2-0 goal. Kipa Bharat and Tamuk Taja scored a goal each for CCSC-A FC.

All Papu Nallah Youth FC defeated Petwa United FC 2-1 and Doimukh FC thrashed Police Colony FC 4-0 in the second and third matches of the day.

Malo Ringu and Sunny Kotin scored a goal each for All Papu Nallah Youth FC while Sanjay Boa scored the consolation goal for Petwa United FC.

Ngurang Abing, Tana Sona scored two goals each for Doimukh FC against Police Colony FC.

The fourth and last match of the day was played between Jollang United FC and Game Fort FC in which the former lost 1-2 to latter.

Toko Tapa and Taba Nik scored a goal each for Jollang United while Dakme Lohit scored the consolation goal for Game Fort FC.

Invest more on public services

Following the recent flood fury in the Himalayan state of Uttarakhand, Public Services International (PSI) has urged the Indian government to put more funds for public service and infrastructure. Thousands people lost their lives and thousands still reported missing after the massive flooding in Uttarakhand.

PSI sees it as a great lesson for governments and decision-makers on the utmost importance of investing adequately in public services, especially in building skilled disaster response teams, and deploying more people to deliver the emergency services, such as fire fighters, rescue workers and health personnel.

For a long time, the PSI affiliates in India have been demanding increased public investment to improve the quality of the infrastructure and provision of services. Tragedies like this prove that the demands of the unions are legitimate and well-founded.

PSI has urged Indians to continue putting pressure on the government to increase investments in public services such as roads, hospitals and electricity and water installations. The federation also emphasised on the need to seriously consider the related environmental and climatic issues, to curb such massive disasters which lead to heavy human and material losses.

Solve the transportation problem

Dear Editor,

Through the columns of your esteemed paper, I as a  parent of the VKV Vivek Vihar school going children sincerely request to the principle VKV and  the Bus owner as well to amicably solve the problems of children who are facing acute pain and trouble in the present transportation system.

In the last academic year an amount of Rs. six thousand five hundred only was charged against each pupil of P. sector Itanagar for transportation. The Bus usually comes via Raj Bhawan and pickup the children of P. Sector without any inconvenience. But it is unfortunate to learn that this time, the same bus  does not ply in the same route, as a result of this parent and children are facing acute problems.

During this academic year due to hiking of fuel and demand of Bus owner, we have paid 9000 against each pupil as transportation charge, despite paying our hard earn amount for the convenience of children but bus owner does not live up to the expectation of parents and children . The Bus merely pickup the children at O point Mithun gate, whereas same VKV and other private school vehicle daily comes via Raj Bhawan and pickup the pupil. But our paid vehicle does not ply on the same road and which made every parents mentally agitated, why the  particular bus is not plying. These rainy day and scorching heat children are facing another extra burden. We take children from P sector to O point Mithun gate in the morning and the evening we are compelled to pay 50 daily for auto fare merely to pickup school returning children from the O point Mithun gate. And what went wrong with the Bus owner? Since P sector is VIP road no any traffic related problems are there till date. We also brought this problem to the Bus owner and learned principal for solution but no action till date.

In the above fact we the parent sincerely request principal VKV Vivek Vihar and Bus owner to address children and parents’ grievances as saying goes charity begins at home and please help us to help you.

Distance education and private universities

Dear Editor,

Through the column of your esteemed daily, I would like to state a few words in regard to B. Ed course admission in the study center of some Private Universities viz. Pacific University, Dr C.V. Raman University, Mahatma Gandhi University, M.G Kashividyapith University etc. Those universities established study center and off-campus centers in every states of India. It is to inform to all the in-service teachers and fresh candidates that the B.Ed degree awarded by these universities will be invalid and useless since they are not approved by Distance Education Council [DEC], New Delhi. Moreover, they cannot establish off-campus or study center beyond the territorial jurisdiction of the concern state. So far, UGC has not approved any off-campus centres of any private university. However, Courses under distance mode can be started by the private university only after prior approval of UGC-DEC joint committee. Establishment of off-campus center by private university is in violation of the UGC{Establishment of and maintenance of standards in private universities} Regulation,2003 and against the judgement of Hon'ble Supreme Court in case of Prof. Yash Pal & others Vs. State of Chhattisgarh & others. Therefore, it is for general information that aspiring students are advised & cautioned not to pursue B.Ed course with such self-style, unrecognized and unapproved institutions and at the same time, they are advised to refer to the website of DEC{www.dec.ac.in} to verify and satisfy themselves of the list of recognized institutions before joining or taking admission for B.Ed course.

Grievances

Dear Editor

Through your esteemed daily I would like to express my grievances. The Central Govt had implemented the SSA scheme for universalization of elementary education and to lessen the unemployment problem in some extent. Under the scheme the “work education’ has been implemented (RTE) in 2010. Accordingly, our education department had advertised on 07th Dec. 2010 (Advertisement No.AR/SSA/RTE/2010-11/11/7399-31.) But after 3 years, I would like to ask the concerned authority including education minister – where have the posts of "WORK EDUCATION" gone?  I request the CM and education minister to look into the matter.
